"Con questo articolo si vuole fornire uno spunto informativo a tutti gli amici iscritti dell’Agrario, soprattutto all’ultimo anno, affinché possano cogliere tutte le opportunità di inserimento nel mondo del lavoro una volta diplomati.
A loro va il nostro augurio che possano far fruttare le competenze e le conoscenze acquisite in un settore che richiede sempre più figure professionali capaci e informate.
Vi sono molteplici iniziative rivolte ai giovani che intendono affacciarsi al mondo dell’imprenditoria agricola, con varie opportunità sia di finanziamento che formative.
Opportunità che spesso sono ribadite in seminari, incontri e riunioni che organizzazioni e enti predispongono sul territorio.
A tal proposito il Centro Territoriale per l’Impiego di San Severo ha organizzato, il 19 ottobre, presso l’Auditorium del Teatro Comunale G. Verdi, un incontro sull’inserimento dei giovani in agricoltura, con l’intervento di esponenti politici provinciali e del settore. A questo seminario informativo ha partecipato una nostra rappresentanza, una decina di ragazzi ospiti della Casa dello Studente e iscritti all’Istituto Tecnico Agrario “M. Di Sangro”, sollecitati ed accompagnati dagli Istitutori Marolla e Calabrese. Quest’incontro che verteva sulle agevolazioni previste dalla Misura 4.4, “Insediamento giovani agricoltori”, del Por Puglia 2000-2006, ha messo in rilievo, grazie anche al contributo di esperti di ”Sviluppo Italia”, la possibilità per noi giovani ragazzi iscritti ad un istituto tecnico di settore di poter avere un “futuro nell’agricoltura del futuro”. Con l’attivazione della Misura 4.4 si intende, infatti, favorire l’ingresso dei giovani nell’imprenditoria agricola mediante la concessione di un aiuto, in forma di premio unico pari a 25.000 euro.
Un apposito bando disciplina le modalità per accedere ai finanziamenti. Ecco alcuni dei requisiti: 1) l’età non superiore ai 40; 2) non essere mai stato titolare di un’azienda agricola; 3) il possesso di conoscenze e competenze professionali; 4) obbligo di condurre l'azienda per almeno 5 anni. Il relatore, evidenziando la nostra presenza in sala, ha puntualizzato sul 3° requisito affermando che esso risulta soddisfatto se, il giovane richiedente il premio ha esercitato per almeno tre anni attività agricola come coadiuvante (nell’impresa familiare) o dipendente (bracciante agricolo), ovvero se è in possesso di uno dei seguenti titoli di studio: diploma di perito agrario, diploma di laurea in Scienze Agrarie e Forestali o in Veterinaria, diplomi universitari conseguiti presso le suddette Facoltà.
Ma le opportunità non si esauriscono qui. Sempre alla Regione ci si deve rivolgere per usufruire dei finanziamenti previsti nei Piani di Sviluppo Regionali (PSR) e nei Piani Operativi Regionali (POR) per migliorare e sviluppare la propria azienda agricola.


Ismea è l’interlocutore giusto per i giovani interessati all’acquisto di terreni agricoli a tassi agevolati, mentre i giovani tra i 18 e i 35 anni che subentrano nella conduzione dell’azienda di famiglia possono presentare oltre che alle Regioni anche a Sviluppo Italia progetti nei settori della produzione, commercializzazione e trasformazione di prodotti in agricoltura. Agevolazioni finanziarie e assistenza tecnica sono previste anche per le società o le cooperative che presentino progetti relativi alla produzione di beni o alla fornitura di servizi in agricoltura, mentre ancora a sviluppo Italia deve fare domanda chi voglia usufruire del prestito d’onore. A chi ha meno di 40 anni è assicurata l’esenzione di imposta su successioni e donazioni, delle imposte catastali e di bollo e dall’INVIM, mentre in caso di acquisto o permuta di terreni, per i giovani l’imposta di registro è dovuta nella misura del 75% di quella già agevolata. Quindi, in conclusione, dobbiamo riconoscere che di opportunità ed agevolazioni ce ne sono diverse: sta a noi, con la nostra fantasia, le nostre effettive competenze e capacità, riuscire ad individuare le scelte giuste da inserire idoneamente in ogni singola realtà locale."
