In occasione della 61^ Fiera Internazionale dell'Agricoltura a Foggia il nostro Istituto attraverso il Dirigente Scolastico dott. E.V. Basso, Presidente dell’Associazione Dottori in Agraria e Dottori in Forestali, si è fatto promotore di un Convegno sul tema della difesa dell’ambiente ed delle energie da fonti rinnovabili.

"...In occasione della 61^ Fiera Internazionale dell'Agricoltura e della Zootecnia di Foggia, il 20 aprile si è tenuto un convegno sul tema “Difesa dell'ambiente e del territorio, energie da fonti rinnovabili” e noi ragazzi dell'Istituto Agrario “Di Sangro” non potevamo rimanere indifferenti ad una tale chiamata, sempre più attuale sempre più pressante. Si parla di ambiente e di salvaguardia eppure ogni giorno è sotto gli occhi di tutti lo sfacelo del nostro territorio geografico e sociale: strade che franano, piogge che non vengono trattenute e che rovinano nei centri abitati, e poi in estate ritrovarsi con siccite cui non si riesce a far fronte per mancanza di adeguate riserve idriche, incendi di grosse estensioni di boschi, edilizia selvaggia speculativa ed insicura, litorali demaniali deturpati, frodi alimentari se non proprio sofisticazioni ed avvelenamenti all'ordine del giorno. Eppure noi parliamo di salvaguardia e tutela, per poi mandare i nostri figli o i nostri nipoti a fare il liceo classico o la ragioneria o giù di lì, mentre servono tecnici addestrati e formati nel controllo, nella gestione, nella prevenzione, nel mantenimento di una natura che è matrigna solo se non la si rispetta ma che qualora si seguano le sue regole può rivelarsi madre premurosa. E che senso ha parlare di tutela quando sono sotto gli occhi di tutti lo spreco rappresentato dai rifiuti urbani ed industriali che vengono accantonati e sepolti a qualche decina di chilometri, se non centinaia di metri, dai centri abitati, rappresentando un costo invece che una risorsa per la comunità. E quale altro senso può ancora avere il parlare di tutela quando si prevede la costruzione di centrali nucleari e non si vede al di là del palmo del proprio naso: basterebbe rivolgersi al termo-solare per avere acqua sanitaria in eccesso rispetto al fabbisogno, basterebbe riconvertire parte delle produzioni agricole con tutti gli scarti derivanti dall'industria agro-alimentare per avere altra energia, sia elettrica che meccanica, da utilizzare per scopi produttivi, e tutto senza incidere pesantemente sullo sviluppo futuro del paese, e soprattutto senza penalizzare intere zone che, una volte deturpate e rovinate nella loro fisionomia, sarebbero condannate per un lunghissimo periodo a pagarne le conseguenze: questo vale per tutti i progetti megafaraonici, come, ad esempio, intere piane dedicate alla “industrializzazione”, con conseguente depauperazione di terreni naturalmente vocati all'agricoltura o al turismo, e ritrovarsi alla fine con cattedrali abbandonate nel deserto non più utilizzabili per progredire anzi rappresentando solamente un aggravio di costi economici ed ambientali. Pannelli fotovoltaici da utilizzare con parsimonia ed intelligenza sui tetti di case e capannoni e non da mettere ovunque su terreni più o meno fertili per seguire una logica speculativa. Micro pale eoliche, e non quelle enormi che hanno un impatto devastante sul suolo sottostante, da usare sia in ambito civile che industriale in maniera diffusa ma non invadente, queste sono solo alcune delle indicazioni ma non le uniche, che ci vengono suggerite dalla ricerca scientifica, eppure vediamo che si insiste in tutt'altra direzione, nel nome della “green energy” si fa scempio del nostro verde e del nostro ambiente; forse l'unico verde che si vuole salvaguardare è quello dei dollari!
Il dubbio c’è, ma per fugarlo occorre dare una risposta diversa e sicuramente più positiva verso “Madre Natura”. Allora ben vengano approcci come quello del giovane avvocato Alessandro Basso, figlio del nostro attuale Dirigente scolastico Prof. Dott. Ettore Vittorio Basso, nonché Dottore di Ricerca all'interfacoltà di Giurisprudenza e di Agraria in “Uomo e ambiente” all'Università di Foggia. L'avvocato Basso, autore di diverse pubblicazioni, tratta questi temi nel suo ultimo saggio “La tutela dell'ambiente e del territorio. Aspetti agroecologici e profili giuridici”.
In esso cerca di portare nella giusta evidenza la tutela giuridica di aspetti delicati che, salvaguardati possono portare pace e sviluppo tra i popoli. Certo ci si muove in un campo minato e complesso soprattutto per le prevedibili implicazioni giuridiche in materia di competenze Stato-Regioni ma la valenza ambientale è una valenza che giocoforza dovrà vedere uniti tutti se si vuole “sopravvivere”.
